The ELF operates using the strategy of leaderless resistance, where individuals and groups who carry out actions never know or meet others who may also be active. Perhaps they would favor other folks operating on the strategy of leaderless law enforcement, with ELF criminals being captured, tried and executed, by individuals and groups who never know or meet others who may also be active.
