They are looking for a specific passenger.The are looking for a specific unknown suspect, that's why they're grilling everyone. And the seat assignments because they want to validate that the non-suspects were sitting where they were supposed to be sitting (not seat hopping), so they can search the suspect's seating area once they nab him or her.
They must be thinking the suspect might have ditched something during the 3 hour delay.

We haven't heard much about airline safety specifics, but weren't they going to mandate the airlines to have a camera in the cockpit facing the passenger cabin and one from the rear of the plane facing forward? Anyone know?
If certain flights are being monitored via video, they may have spotted something from an area of the plane that made them suspicious.
