The official elevation of Des Moines is probably taken down by the marina, near the center of town. Ten feet sounds about right.

I printed the statistic off of a Google search.

Why do you think it would have to be more than elevation 10?

I live in Eastern Washington, East of the Cascade Mountain and our elevation here in Pasco is 339 ft.
