He would apparently have people believe that since he was a "medical doctor," he didn't perform abortions, with the apparent implication being that abortions aren't performed by doctors but by some kind of abortion technicians. In fact, only "medical doctors" are legally permitted to perform abortions. Not in Vermont, nurses and assistants may perform abortions. In fact, up there now, most abortions are done WITHOUT a doctor.
This law may have been passed when Dean was governor, so it would have no relevancy to what he said.
