Maybe intuition...maybe because prospective fruit pickers might have their self esteem lowered by engaging in an activity not officilly sanctioned by the Fed (you aware of any massive Fed job training programs re: citrus ?).
After all, if there isn't Fed meddling...is it (fruit pickin') something an ordinary citizen should be concerned w/ ?
