The agencies investigation terrorism, CIA, NSA among others, were prevented by law from talking to those agencies investigating criminal activity. Since there was no crime involved, the FBI couldn't prosecute. Since the CIA didn't know about the activity, and the FBI couldn't talk to them, they didn't have a basis to act.
The Patriot Act dissolved that artificial and incomprehensible provision in the statutes.

You are correct. The immigration system is a national security threat. It must be reformed. Just who are we allowing into our house?
Tom Kean isn't attacking GWB. He is just speaking the truth. GWB was stuck with the (former) INS and castrated FBI and CIA when he took office. We all know that.
In the words of a retired FBI agent, shortly after 9/11, "In John Edgar's day, we would have been all over these guys." He is talking about J. Edgar Hoover. And the 19 hijackers. And he is right.

Also, knowing that something is a possibility and knowing that it is actually being planned are two different things. We could all come up with hundreds of scenarios that terrorists could carry out, but with limited resources and the PC-creeps butting in and putting a stranglehold on intelligence and investigative tactics, the FBI, CIA, NSA, etc. can't root out every plot before it happens. Instead of pointing at the Bush administration, what about the fact that several of the hijackers were here on expired visas, what about the fact that metal weapons were snuck aboard the aircraft, etc.
