Iraq is going to try him in their courts. Hopefully he will be handed over to the citizens of Iraq for Mussolini-time. Care to see the images of mass graves that relatives of the deceased would like to drop Saddam in?

If the Civil War counts, yes. We did capture Jefferson Davis.

Don't we have Noriega still cooling his heels somewhere? Not a major conflict, of course, but we did take him alive.

That's not Saddam. We've obviously captured Karl Marx and are parading him around as Saddam.

How about Noriaga from Panama?

Perhaps he can have the cell next to Manuel Noriega!

Didn't we capture the Bey of Tunisia during the Barbary Pirate Wars. I think it's in the Marine Corps Hymn or something.

That is why we should be very careful how we interrogate Saddam. I initially thought turning him over to Mossad was a good idea. I don't think so any more. We MUST find out the location of the remaining weapons of mass destruction.
If that involves a car battery and jumper cables hooked up to Saddam's nads, then, so be it.

Tojo Hideki was prime minister of Japan from 1941-1944. He was most certainly captured by the U.S., and executed. He was just as much top dog of Japan as was the Emperor, if not more so, and is considered the author of Japan's war against the United States.

If you want to be completely technical: When Hitler killed himself, he named Jodl as his successor. Jodl did surrender to the Allies, was tried and got a reverse bungee jump.

The real ruler in Japan was Hideki Tojo, military ruler, actually a dictator. By that time, the emperor was just a figurehead. We did capture Tojo, and were holding him in a hotel in tokyo when he committed hara-kiri. Hard to set a policy based on that, though.
(One of my uncles was an MP guarding Tojo, and one of our former family doctors was the young American medic who pronounce Tojo dead. Small world.)

Ya forgot the "war on drugs"! We got Pablo Escobar.
On a more serious note. Shouldn't Saddam be classified as a prisoner of war? Now before you flame me, this is a legitimate question. I, personally think they should have just filled his hole once he was discovered but this is going to come up guaranteed.
