A thugocracy, such as that run by Hussein has no "sovereignty". If a state is not disposed to use coercive force, then their sovereignty should be respected. Hussein violated this.

Respect for Iraqi sovereignty will be shown by declining to break Iraq into three nations as some have suggested. Support for consensual government is shown by the very act of deposing the tyrant. And "puppet government"? VDH is not the one on drugs, I suspect.
