I'm sure that it would never occur to a terrorist to name a terrorist sympathizer or organization as a beneficiary to an insurance policy in order to get around restrictions on their wire transfers...

So...they can't just make a ruling in which they have a list of terrorist groups and the banks pop it in the computer and any transfers or whatever to them gets an *alert*? They have to keep records of millions of other people finances and medical information to do this? I think we can do better.
