These warnings seem to be of the "boy who cried wolf" kind. Al-Queda is trying to make us insensitive to terror threats by constantly issuing them so that when we see the warning signs of the real attack we won't be paying attention anymore.

Agreed. The first few after 9/11 admittedly put a knot of fear in my stomach, but there have been so many that now they seem rather mundane.
And it is just that pacificity that they may be hoping to produce with their numerous empty warnings. If and when the real deal happens again (and I pray that it won't), we may be caught painfully unawares again.

Imho, the goal of the Islamic wackos is to destroy the spirit of America, (if not its people, cities, economy, etc). These cheap threats could be intended to do that. And they're cheap and unstoppable.
Don't let 'em succeed.
