Actually, the founders expected the state legislatures to send one of their own to the Senate by appointment, not popular vote. The 17th amendment, passed in 1913, changed the Senate to popular vote. In my opinion, that is when the Constitution was broken. The states lost their seat at the federal table. The Senate is now a rogue body of bought politicians who wage 33 of the most expensive elections every two years.
If you want to get the money out of politics and break that national bloc politics of today, then repeal the 17th amendment.
