First time I have heard an important number --- 63% of Bush CIRCUIT COURT judges voted on vs. 90+% of Clinton's Circuit court judges at the same time in his presidency.

When the dems quote that '168' number, I believe they are including all the lower court and administrative appointments that Bush has made. It is the Circuit Court that is having the big hold-up.
