To change the rules, i.e., to execute the "nuclear option" that will make closure = 51 votes, all the pubbies need is the majority of the votes present. Quite a few GOP Senators would not support the nuclear option. Santorum said there were 12. Given all the time that has already transpired (not this debate, but the months and months of obstruction), a more delicate time to make the change is at the start of the next Congressional Session. I'm as impatient as the next guy, but waiting might be the most productive course of action, to advance conservatism over liberalism.
