"...Five youths were arrested yesterday..."

I just find it unusual that the paper listed the names of juveniles. (All the kids were 17.) I thought some folks had rules against that.

They were impersonating older people.

In New York you're charged as an adult at 16.

Many newspapers now release the names of juveniles also.
