I think it's probably something like biological agents, combined with some dispersal device, so you can set the time when it should "explode" spreading the nasty stuff.
One of the things that also concerns me is that they didn't say anything about exactly WHAT biological agents are contained in these "germ bombs".

The threat to QM2 comes as a British MP revealed yesterday that two Islamic homicide pilots had been arrested in Saudi Arabia in the past two weeks. They allegedly were preparing to crash a pair of light aircraft into a packed British Airways passenger jet on takeoff.
And Italy's Prime Minister Silvio Berlusconi said terrorists had planned to attack the Vatican with a hijacked plane on Christmas Day.
QM2 owner Cunard confirmed it had received a terrorist threat against its maiden voyage in the new year. Concerns Al Qaeda had opened up a new front in its terror campaign emerged when a US spy plane discovered scores of acoustic sea mines had disappeared from a high-security naval base in North Korea.
US intelligence services believe the mines may be on board an armada of 28 terror ships that Osama bin Laden's organisation has assembled in the past year.
The mines are fitted with homing devices that allow them to zero-in on massive targets such as the 150,000-tonne QM2.
A spokesman for Cunard insisted last night the liner had been safeguarded against such attacks.
"We have received reports of a threat," he said. "While we cannot discuss its nature, we are fully satisfied with our security precautions.""

The government secretly ordered the production of 10,000 biological cluster bombs in the cold war to carry 7,000 disease-carrying bomblets towards Soviet targets, a British researcher has revealed.
The bombs, intended to contain "the most effective biological agent for the incapacitation of workers," were ordered by the government's air staff in 1946 under the project codename Red Admiral. They were due to be ready by 1957, ostensibly as retaliation in the event of a Soviet biological weapon attack on Britain.
Red Admiral was cancelled in 1954, before the bombs had been built, but not before extensive trials of toxins and viruses had been carried out using live animals on the sea off Lewis in the Hebrides, Antigua, and the Bahamas.
Recently de-classified documents unearthed by Brian Balmer, a specialist in science policy at University College London, revealed that for years after the second world war, biological weapons were seen by the defence establishment as potentially equal in destructive power and usefulness to nuclear weapons.
In one report from 1947, military strategists wrote that "botulism toxin dropped into reservoirs and the infection of natural fauna of such areas, eg rats, dogs and cats, with bubonic plague, rabies etc, are all suitable methods of attack".

After all, Top Hat 2 had a bunch of state employees running their scenario. Unfortunately, they managed to leave out the health care community and the physicians who are actually supposed to be first responders, but have been LEFT OUT by the Clinton-loving SOB's running state/county programs in various liberal bastions like Illinois, Massachusetts, and California (BUT I DIGRESS!).
Scrolling thru the multitudinous posts on this thread, I found yours. Very sane, for the most part,and I agree, but I have a different take on the health profession being *left out*.
In my rural hospital, the problem is voluntary non-participation ranging from "it can't happen here" to various forms of Bush-hatred. When I bring up the topic of NBC preparedness, about 75% of the senior med staff rolls their eyes. The real responders are the fire, hazmat and EMT folks, many of whom are Reserve. THEY are on board and well-trained and participate in the drills w/professionalism.
The hospital was the center of anti-war organizing back last winter. They didn't get too far, just were able to mobilize about 2 dozen of the usual suspects, but they have status here and can confuse others about how to respond.
The med staff says we don't need smallpox vaccinations and that Cipro, et al are *too dangerous* to give out en masse. I know most of them will respond as needed when push comes to shove, but they will do it while growling about how it is the fault of the Administration.
While we are rural, we are midway between 2 of 30 mid-sized cities being monitored for bio agents and about 20 miles from vital infrastructure on the Mississippi.
