I'm with you. There's a whole lot of Cabinet level members that seem to be marking time, Their underlings host alot of conferences where nothing gets done. Just talk.
I will bet the President doesn't like it any better than I and others do, but he's got the power to hire and fire until he gets the dynamic team necessary to do the job.
Maybe I am out of touch but I just don't see John Snow, Spencer Abraham and all the rest as having any effect anywhere.
I will credit GWB with restoring integrity and honor to the White House. I will also give him credit for the incredible achievements in the War on Terror. But domestically he needs to inspire a movement beginning with his Cabinet. He has tried harder to avoid the mistakes his father made on the domestic front. But the Cabinet picks are well, awful. They just don't inspire. They talk, that's about it. Am I missing something?

Dubyuh's definitely got "that vision thing" when it comes to foreign policy, and I think it's serving him well. Still, he seems to lack "that vision thing" that Reagan had vis a vis domestic policy. Sure, with a DemonRAT Congress, much of Reagan's Vision got left on the cutting room floor, but the Right's worked hard over the last 25 years to get OUR folks in congress so we could start devolving Power back to the States, Localities, and Individuals, and it seems a shame that we would waste this opportunity to make real fundemental change just because Dubyuh's focusing much of his energies overseas.
That's where I think a Contract For America II would go a long way towards refocusing Republicans for a momentous second Bush term.
