Federal officials arrested more than 300 illegal workers at 61 Wal-Mart stores across the country early Thursday morning.

WASHINGTON - Federal officials arrested more than 300 illegal workers at 61 Wal-Mart stores across the country early Thursday morning and searched the Bentonville, Ark., office of one of the retail chain's corporate executives.
The workers arrested were members of cleaning crews which the company hired through a contractor. All were people in the country illegally, said a federal official on condition of anonymity.
The arrests occurred as the workers were finishing their night shift and took place at 61 stores in 21 states.
The arrests stem from a November 1998 investigation done in conjunction with the Pennsylvania attorney general's office. In that investigation, officials also targeted contractors and subcontractors used by Wal-Mart to clean stores.
Employers are required to check forms known as I-9's, filled out by every new employee, and keep the forms for a specified period of time. An employer can face civil and criminal penalties if the employer knowingly hired illegal immigrants or doesn't comply with the I-9 regulations.
The people arrested were detained at local immigration offices, the official said. If they had no previous criminal record, they were released with notices to appear before immigration judges.
Wal-Mart Stores Inc. is the world's largest retailer, based in Bentonville, Ark.
Arrests were made in Alabama, Arkansas, Arizona, Connecticut, Delaware, Kentucky, Massachusetts, Maryland, Michigan, North Carolina, New Hampshire, New Jersey, New York, Ohio, Oklahoma, Pennsylvania, South Carolina, Tennessee, Texas, Virginia and West Virginia.

The man who should be governor of the Keystone state, if only he had any charisma at all and had produced any effective ads (his Primanti Brothers vs. Philly Cheesesteak commercial was particularly bad).

The congress plans to sneak through a bill legalizing 2 million illegal aliens, mostly Mexicans. The bill is S-1645, the Agricultural Job Opportunity, Benefits, and Security Act of 2003. They will try to get it into the Omnibus appropriations bill and pass it without anyone noticing.
The bill would provide temporary residency status to anyone who can prove he or she has been working in agriculture for a certain amount of time up to August 31, 2003. We do not need this and it would leave us open to massive fraud.
WE DON'T NEED IT
If all illegal aliens were deported, America would thrive. Our automation industry would be stimulated by the need to mechanize our farms. Wages for farm work would rise to cover the social costs involved and we would not notice the difference in food prices. For example, it has been said that deportation would raise the cost of lettuce to five dollars a head. It has been shown that for lettuce to cost five dollars, farm workers would have to rise to $235 and hour. That is the work any American would do.
INVITATION TO FRAUD
This is the language of the bill regarding an application for qualification:
---`preliminary application' means a fully completed and signed application which contains specific information concerning the performance of qualifying employment in the United States, together with the payment of the appropriate fee and the submission of photographs and the documentary evidence which the applicant intends to submit as proof of such employment.---
Many Mexicans and others from south of the border have proven to be masters of deceit when it comes to forging documents and lying about status. This bill would lead to such MASSIVE FRAUD, financed and supported by the usual suspects, including MALDEF, LULAC, the National Council of La Raza, the Ford Foundation and Catholic Charities, that the Department of Homeland Security would be overwhelmed and unable to investigate claims. Sponsors claim the bill would cover 500,000. Those who know say millions would be legalized by fraud. This is exactly what happened in the 1987 amnesty.

So, who is the employer in a case like this? I suspect it's the contractor, not Wally World. If it's like the contracting arrangements I know about, Wally World pays the contractor. The contractor pays the worker.
