Yuor mother (and I'm truly sorry for her illness, your loss) was moved there specifically to provide limited care for a terminally ill resident who was, frankly - in their minds at least - immediately reaady to die.
A hospice is NOT designed to provide intensive care for a desperately ill patient who WANTS TO LIVE, but who's "doctor" wants her to die!

My mother IS AFRAID TO GO TO THE HOSPITAL, not the Hospice. Just wanted to clarify. Well, probably both but we discussed MPH downtown Clearwater specifically.

Yes, I "saw the difference." I commented on the 'choice' difference.
Your original comment struck me as being anti-Hospice period. That is what I was responding to.
Hospice is a life saver for the living sometimes.
BTW, Mom-in-Law wanted to die at home & because of Hospice she got to.
