The governor, by proclamation stating the purpose, may convene the legislature in special session during which only such legislative business may be transacted as is within the purview of the proclamation, or of a communication from the governor, or is introduced by consent of two-thirds of the membership of each house.So it's clear that he's actually limiting the legislature's ability to take up this case, when a mere communication from him will clear the road for them. Why isn't he doing it?
Thank the Lord that that provision is in there. It is not in my state. Jeb "the empty suit" or "I really care" Bush sure didn't help. He could have acted when he expanded the call yeaterday. I just hope he signs the bill in a timely manner.
