Nomination is decided by the rules of the GOP. There is no constitutional status of “running”, “nominations”, “parties”, or presidential elections for that matter.

How I understand the process is primary elections are held in each state. And each state allocates delegates based on votes received. Unless GOP assigns huge number of “super delegates” at convention, the delegates elected from each state will pick the nominee during convention.
