Exactly. Ryan could use the pen to curry favor with someone like a donor, someone in his district, lobbyist, etc..It’s how those pens are used.

Maybe I am just jaded by the fact that I view Ryan as an untrustworthy backstabber. Maybe his rejection of the pen was altruistic..I can even barely type that word as it relates to him.
