So, the allocation of delegates reflects the will of the GOPe and NOT the average JoeSchmo.

My observation is that it reflects a combination of 1) the will of the insiders on a county-by-county basis and 2) the will of any special interest groups who are organized enough to "pack the caucuses."

The local insiders I speak of are not necessarily the same thing as what we refer to as the "GOPe". An example of a local insider would be a wealthy mover and shaker who wants certain construction projects or new roads funded that will benefit him. Some of these insiders are long-time contributors to the party with an entitlement mentality who think everyone should do as they say. Some of them are just people like us who are in the 5% who are most politically active. Some of them are nutcakes who have nothing better to do then spend their lives raising hell.

Two examples of caucus packers, both from the last presidential election, would be 1) the 60 Mormons who showed up at our caucus to vote for Romney in the straw poll and then left before the proceedings got underway and 2) the Ron Paul people who got all the way to the national convention by lying about who they were supporting.

The bottom line is that the "average Joe Schmo" has very little influence, except in the general election after the candidates have been selected. Theoretically, Joe Schmo can show up at all the Republican events, become a precinct committeeman, get on the central county committee, and attend the state convention. I myself went through this process. However, the bureaucratic madness, dozens of hours spent, and days on the road (to the state assembly) made the experience too unpleasant to repeat. After doing this for ten years and watching the corruption spiral out of control, I quit the party in disgust.
