James Madison chaired the Committee for the 1795 Act. FACT.

I have posted more than once the article by a INS General Counsel who wrote well respected Immigration treatises. He gives a reasoned and well thought out analysis.

The 1795 act PROVES Madison accepted that definition. He went out of his way to not use the natural born language, so no one would get confused that was being superseded. Madison made no effort to redefine natural born, if anything he could me seen as making it less strict. But if Madison disagreed with the 1790 language, he would have made it clear.

The point of the 1795 law was that the Federal government had the right to determine naturalization, not the states.
