I'm not sure this cost savings trims the budget deficit at all. It counts against the 43 billion dollars of power that the state committed to buy over two decades, but certainly not all $84 million was going to be in the first year.
And since the contracts were on behalf of the Water Department and passed directly to electricity bills of consumers, I'm not even sure it is a budget item at all.

The parasites may be in control at the ballot box, but the people with the financial resources have the means and motive to get the hell out of dodge.And this of course is why the scumbags are always pushing for a bigger and bigger federal government and reduced power for the states.
The scumbags want more federal regulations, more federal entitlements, more federal jurisdiction, and they want the federal government to get a bigger portion of the overall tax pie precisely because they do not want society's successful producers to have the option of "voting with their feet" by moving to a less oppressive, lower taxing state.

I agree that there is an implosion to some level happening, but it isn't inconvenient yet. When all the taxes go up, services and jobs get slashed, businesses leave California, the bonds they passed start to have to be paid, then some inconvenience will start getting Democrats to re-think their choices in life.
People vote wallets, and when the Democrats cause the state to keep their hand in their voters wallets longer, they will get pissed at least to some extent as conservatives are to a major extent.
