New Immigrants Masters at Food Stamp Fraud

After he’d gone 90 days without payment, my law firm informed Shihad that we could do no more on his case until he made a payment. He pulled a wad of food stamps our of his wallet and said, "Give me some time to sell these."

Shihad, who’d won his asylum case a few months earlier, might have been eligible for food stamps, but he wasn't eligible to sell them. No one is. It's a crime. "Shihad," I said, "I'm withdrawing. You're trying to pay me with the proceeds of a crime."

The commonness of food stamp fraud among America's new immigrants is staggering. Many recent immigrants do not even understand that selling food stamps is a crime, representing, as they do, a form of individualized assistance. Most look at food stamps as just one more thing to barter, so for between 10 and 80 cents on the dollar, they are converted to cash. Never mind that the food stamp was invented to prevent public assistance, formerly given in cash, from being frittered away on non-food items.

How much money is lost each year to food stamp fraud? About $30 million, according to the best estimate provided by the Washington Department of Social and Health Services. But recent immigrants are not just selling the food stamps they receive, they profit from it, too.

Large scale food stamp fraud came to light in an explosive way in 1996, when authorities in Ohio discovered that a Jordanian man and his uncle had deposited $24 million in purchased food stamps in the bank accounts associated with their chain of food and video stores. Just before authorities descended on them with arrest warrants, they deeded their property over to their wives, which included $300,000 homes, and fled to Jordan.

More recently, food stamp fraud has been refined by "asylees" -- asylum seekers -- fleeing Somalia, where rampant starvation serves as the basis of those asylum claims. Asylees are one of a very small number of immigrant groups who are normally eligible for food stamps. Last year, according to documents filed by the U.S. Attorney's Office with the District Court in Seattle, Wash., a ring of Somali couples based in Washington leveraged their skills into a multi-layered public assistance fraud that even involved cash payments from the government. One of the couples netted $40,000 in food stamp fraud alone. Be comforted that the United States was not their only victim. The ring claimed residences on both sides of the border, and Canada, too, was taken for many tens of thousands of dollars.

Food stamp fraud has taken on more sinister dimensions within the last year and a half. Last autumn, the FBI determined that the Somali asylee community in Seattle, set with food stamps and other forms of public assistance, was targeted by the Al-Barakaat Wire Transfer company, a wire transfer and hawala banking outfit with known connections to Al Qaeda. Al-Barakaat set up a storefront in Seattle and immediately went to work selling Qat, a mild narcotic popular with Somalis, and converting food stamps to money for Somalis to send back to their relatives in Somalia. The FBI believes Al-Barakaat skimmed tens of millions of dollars off of the proceeds of these two activities, and funneled it directly to Al Qaeda.

According to the testimony provided by New York City detectives to a U.S. Senate subcommittee in connection with the 1993 World Trade Center bombing, corporate America has been victimized by precisely the same dynamic with coupon fraud, unwittingly funding terrorism by as much as $125 million annually.

Financial relationships of trust -- applications for public assistance that require the truthful disclosure of income information, a store's capacity to deposit for payment only those food stamps that have actually been exchanged for food or coupons that have been presented in connection with the actual sale of a consumer item -- are often completely alien to new immigrants. Many new immigrants have told me that they simply cannot believe that the government trusts them to honestly provide their income information on a food stamp application.

America is entirely too loose with its money, and its new immigrants know it. As recent raids and prosecutions have shown, greater oversight of programs like the one that makes food stamps readily available to new immigrants is crucial. A week after I told Shihad that I'd filed to withdraw from his case, he returned to get a copy of his file. He'd been able to sell the food stamps, he told me, and had received enough to retain a new lawyer.

For a quick start:

STEP #1 -

Immediately start a web "RED-LIST" of your area's employers that hire and employ illegal aliens.

Include your local DMV, Social Services, and Social Security Administration offices, state government, county government, and city government if they also do.

Yes, the SSA also has illegal aliens on the payroll today!

Any corporation such as Tyson Foods should be on your "RED-LIST" because they not only willfully and knowingly hire and employ illegal aliens, they actually recruit them in Mexico and transport, feed, and house them to states like Oklahoma and Arkansas to displace honest local taxpaying American citizen workers.

The wages in food processing and many other industries have been driven down deliberately by Tyson and other corporations and not just in union states or jobs.

Step #2 -

Post a "certified & bonded" list of corporate employers, stores, small businesses that comply with only hiring and employing legal American workers and only buy and/or do business with employers or government agencies that also comply with this policy.

Refuse to bid on any government service or supply if your government employees illegal aliens.

Publish any company and government agency that does plus the names of the CEOs, management, 'human resources' managers, and all the addresses (home and office), phone #s, email account addresses, fax #s, etc.

STEP #3 -

Simply 'label' these employers as knowing and willful scofflaws that are ripping off honest American taxpayers for financial greed and/or 'certain possible alleged' illegal intentions.

STEP #4 -

Watch the fur fly!

This is 100% legal -

If any 'immigrant?' group or the ACLU screams, just point out they are publicly encouraging the breaking of federal stautes are are therefore participating in a conspiracy against the honest American taxpayers and citizens.

Note that no new laws need to be passed or politicians or bureaucrats kissed up to for this action to start.

Label any and all dissenters as "scofflaws", "lawbreakers", "conspirators", "Anti-American", "anti-worker", "anti-security", or any number of names that they cannot refute with their 'fairness' defense.

Remember, when you travel or move to Mexico you cannot pull all the illegal BS down there that Mexico Mexicans, and all the other 4th world nations like Somalia, Kenya, Zimbabwe, Pakistan, Afghanistan, Nigeria, Russia, etc do.

If anyone has some psuedo-legalistic reason why this cannot be done please post it on this thread with your legal precedents enumerated please.

Stand up or give up.

It's your country.

It's your kids.

It's time.

I think anyone with with two healthy arms and 2 healthy legs should not be able to recieve food stamps.

Need you ask??? Seattle, Washington??? Anytime you read Seattle, or ANYWHERE in Oregon... well, there is your answer. Homeland security needs to roto-rooter those states, then proceed across the nation. You'd be suprised that the surplus this country would see once enimized!

The INS recently advised me that the principal of a school must submit documentation of all legal illegal alien students. And ya know what? It isn't done abd schools are overcrowded, running out of funds, and screaming for more money from the government! It is a felony already, the the school system has defiantly stated they would not be agents for the INS. Go Figure! They should all be prosecuted for fraudulent misuse of funds!

Take a look at THIS from an article in the Minneapolis Star Tribune:

In writing about their first lunch experience at Como, most students said they were unfamiliar with the food. Some did not know how to pick it up. Others were unaware that it had to be paid for, accustomed as they were to living off the land or having food handed out at refugee camps.

"I was really surprised," wrote Ali Haji-Sufi, "because in my country, Somalia, there is such little money that you can just get the food for free."

He was equally surprised when a teacher who loaned him $2 to buy lunch expected to be paid back. The confusion continued when he took the food and looked for a place to sit. He didn't know anyone and wasn't sure what he was supposed to do, so he sat on the floor near a window.

Good article, thanks for the link. It doesn't surprise me at all. The Somali battle cry is, "Well, in Somalia......" Just like when a Somali here got arrested for selling khat. His lawyer was like, "He doesn't understand what he did wrong. In Somalia, khat is perfectly legal." That is just plain BS. They have been in the US long enough to know how things work. If they don't understand that, they should understand one simple concept: THIS IS NOT SOMALIA!

Very true. I know of an immigrant who got in on the 80's amnesty who was using combinations of her names to obtain welfare benefits under 4 separate identities. They only caught her when she was picked up for shoplifting and found the four identification cards and checked into why she had them. Pretty good for someone who didn't get a high school diploma here or even in Mexico and who can't speak any English. We should eliminate the food stamp program, it's extremely abused.

Not all illegals commit foodstamp fraud, but many do --and you're right, legal immigrants also do, not all but many.
