Obviously a pregnent womean who smokes isn't placing the health of her baby foremost in her behavior.

Excuse me.......but my daughter is 29 years old with a baby if her own. She smokes, and I smoked when I got pregnant with her and nursed her as a smoker. She is fine, the baby is fine and "I" am fine.

So where is your proof that smoking during pregnancy is harmful to a baby? The WHO? hehe

I also smoked during pregnancy. When my son was born his apgar score was a 9/10 out of a possible 10/10. His pediatrician said she had never had a baby in her pratice receive such a high apgar score.
