I am wondering..... who has the time to time all these people, who ever it is, needs to get a job.

Having said that, it's more about goofing off than anyting else, do they keep an eye on the non-smokers goofing off.... somehow I doubt it.

Not to mention the little Post journalist standing outside all day keeping watch on the “smokers,” taking photos and timing them. Must be a snitch of Bloomberg’s, you think?
