Probably doesn't know how to hold a shovel or where to stick it... You got that right! He is STILL making money off of the smokers. The Maine Human Services gets a big chunk of the Tobacco Settlement Money to which the smokers PAY for, and they are paying HIM! So he is STILL taking blood money!
