Or better yet, in a real historical reversal, the Indians could start selling tax-free ammo over the internet.

Yeppers.. I roll my own. (Yes, I am an evil smoker)
People think they are non-filter camels or luckys, I do such a nice job.
I buy 3 pound bags of tobacco and Bugler papers, and roll them as I need them.
I keep a small amount in a Zip-Lock Freezer bag for portability.

I have developed a small side hobby of carving cigarette holders out of hardwood scraps.

When I was in the army, we used to do a lot of skeet and target shooting.
One of my fellow shooters had a reloader, and we "filled" all of our own shotgun ammo.
It was actually kind of fun to do. It's not complicated, anyone could reload.
Just gotta remember...
No Smoking While Reloading.
