The quote you can't understand refers to the reflex excuses folks make when someone they admire is demonstrated to be unable to do the things he or she promised to do.

Of course, but what does it have to do with anything I posted? I don't admire any politician and I don't expect them to fulfill all or even most of their promises. RLK statement, on the other hand, seems to apply perfectly to himself.

For Dummies" version, so it's pretty much gone out of fashion in the USA as folks have become more and more incapable of precise thought and articulate diction:
