Of course anyone reading FR who's even halfway awake has known this for months. It's nice to see the mainstream media taking notice at last.
Trouble is, the legislature follows Gray Davis' lead, and I fear Davis was not elected for his creativity; I don't think he has any, actually.

Virtually every state agency is bloated and could use a good audit and re-organization. So many agencies duplicate efforts, have phantom employees, waste resources, and have incompetent staff. (Not all ... there are some state employees who are fabulous, I know some, but the fact is that the lazy employees outweigh the good, hard-working ones ... and the hard-working employees are often frustrated because they can't change the status quo.)
