California: Agencies told to ready axes

California School Employees Association members protest the budget stalemate on the Capitol's north steps on Wednesday. They urged the Legislature to immediately pass a state spending plan - but without cutting funding for public education.

The Davis administration on Wednesday told state departments to plan for permanent 20 percent cuts to their budgets next July 1, including a likely reduction in programs and staff layoffs.

Yep. They will be the ones blamed. I hope when W makes his stop here this month he'll do a little hammering on the facts of failed leadership, runaway spending and excessive taxes--not to blame Grayoutm though. ;^)

Davis spokeswoman Hilary McLean rejected the GOP's demand for more immediate cuts.

When the extent of the budget gap became apparent in late April, she said, there was not enough time to plan the massive budget disruptions that will be necessary in 2003-04.

"We've got to get this budget passed and move forward to the bigger challenge that lies ahead of us," she said.

Davis and his co-horts can go to hell, but first they need to go back to school.
Let me see, there is a $23.6 BILLION deficit and they want to correct it by cutting $7. BILLION.
That should correct the problem.
Miss Smith should have had them study a little harder in math.
The good news is that THERE HAS TO BE DO-NOTHING PROGRAMS GOING BY THE WAYSIDE. The question is which ones.

The current year budget under debate already calls for the elimination of approximately 6,000 state positions.

Looks like there will not be a budget until after November. Yeah the Rats constituencies like the teachers unions are squealing about the lack of one but tough luck. They'd never vote for the GOP in a million years. I'd say Republicans should sit back and watch the Rats self-destruct. Its gonna be a fun summer and autumn and who knows, maybe a winter too.

There still is the little problem for the State Demoncrats discussed here:

S&P reduces rating for CA projects to "JUNK" status

Actually it is a rather large problem. Davis is counting on his Bond offerings being bought by Wall Street! That is looking rather remote..

Next stop will be the State Pension Funds!

The budget needs an immediate 20% spending cut NOW, to avoid making things worse. But Gray Davis has all of his constituencies for November bought and paid for, and he can't renege on the deal.

I wonder how it is that she just became aware of it in April, when all of us here who have been following California political developments saw this train wreck coming over a year ago. Heck, the State Treasurer has been promising to sell $12 billion of power bonds for over a year and a half ["any day now, any day..."]

So far, the good news is that the Republicans have not capitulated. There is still hope.

It looks like the state spendocrats will be having to cut both public employee voters jobs and the programs that support so many of the democratic party core voter groups prior to the the November elections. Ouch. That is going to not go over well with Davis core support groups.

It should make for an intersting election.

How can the good folks in California let this stuff go on? Your elected officials are just throwing out all kinds of solutions like doubling vehicle licensing fees and tripling cigarette taxes. This is ludicrous. You guys are going to get bled until you have nothing left. Get it together and show some backbone. Pull your money out of the banks, refuse to pay any state fees or taxes, and send the illegals home empty handed. You folks don't deserve this, no matter what the rest of the country thinks about what's been done to your state.

Instead of raising any taxes, Guv Davis ought to first cancel out his freebie programs for illegal aliens.

--Starting with in-state tuition rates for illegals at UC,
--and the giveaway billions for non-emergency--Emergency Room care, and
--K-12 education billions for illegal, non-English speakers
--and SSI/MEDICARE for the illegals' dependents, who earlier guaranteed for U.S. entry, they would pay for.

And then Guv Davis can start whacking away at the countless giveaway programs for the millions of "legals" who take, take, take--and contribute ZERO in return.
