I'm trying. The speech is basically saying there will be no Palestinian State for the foreseeable future. He is taking, IMO, a harder line than any could have anticipated.

Bush is demanding a peaceful, democratic, financially honest Palestinian state. Since there is no precedent for this, it is unlikely to occur. And Israel can then say, well, you know what the conditions are for peace....
