State agencies routinely evaded rules requiring them to seek competing bids on all contracts over $500,000, potentially squandering millions of taxpayer dollars, government records show.
To help agencies cut through red tape, the Legislature created a program eight years ago to allow agencies to place orders for up to $500,000 worth of goods and services from a list of preapproved vendors without going through the process of seeking competitive bids.

Of course this assumes these vendors are not being repaid for political contrivutions.
Seems it would be easy to check each approved vendor and always go with the lowest total price (including shipping). This would force the vendors to compete. Auditors could eaisly verify procedurs were being followed and the lowest price obtained.
