They really need to have people whose job it is to find the best price. They could handle all state orders each day consolidating them to obtain the best possible price. They could even set ut a reverse bidding process among these vendors. Or hire a company that does this to do it for California.

Of course this assumes these vendors are not being repaid for political contrivutions.

Seems it would be easy to check each approved vendor and always go with the lowest total price (including shipping). This would force the vendors to compete. Auditors could eaisly verify procedurs were being followed and the lowest price obtained.
