Sacramento -- As California officials adopt new restrictions on no-bid contracts in response to the Oracle software controversy, The Chronicle has found that more than $2.4 billion in big ticket, no-bid deals have been signed by the state in the past three years.

There's also something besides "kickback" possible.
Running a real, competitive procurement takes a competent bureaucracy and serious management. It is not child's play. If you've done enough non-competitive procurements, you've just found the path of least resistance. Turning that around takes a real management infusion.
We'll see.

You know, this whole think stinks because of Davis. There are certainly times when a no-bid contract is necessary to get a job done; however, with Davis everything has an aura of pay-back. Everyone involved in politics in Sacramento knows that Davis is corrupt and if you want something done, you'd better pay up. It's sick. Davis is sick. He need to be thrown in prison. What Davis has done to the State of California is ten times worse than anything Enron did. His spin-meisters are working overtime, and the media is giving Simon little or no print space, and Davis is continue to pull in the money and thumb his nose at the taxpayers. He's screwing the little guy because he can, and he loves it. He doesn't care about California, he doesn't care about school-children stuck in failing schools, he doesn't care about poor people who won't be able to get health care (they don't vote, anyway), and he sure doesn't care about car owners who will be struggling next year to find a couple hundred extra dollars to pay their car tax.
Davis is a two-faced, sacrosanct, selfish, power-hungry weasel. We have to throw him out of office before California is bankrupt.
Dump Davis. Elect a sane, responsible, honest servant. GO SIMON!
