Yes. The pattern is called "Keeping enemies such as Iran and Iraq in the dark before we strike," even if it means that the average U.S. citizen is likewise kept in the dark.
Publicizing an incontravertible link between Iran/Iraq and an event such as the Murrah attack or the 9/11 attacks would send the immediate signal that the U.S. was about to attack.
There's simply no need to give our enemies such advance notice.
Of course, one could also say that the pattern was simply a lot of over-hyped conspiracy theories not causing the "predicted" government response.
When the underlining theory is wrong, so too will be our government's predicted reactions.
Try not to let every sensational theory pump your adrenaline.
