The focus shifts from how money is spent to how kids are faring.

After decades of funneling billions of dollars into California's foster care system and simply trusting that children would be well cared for, the federal government is forcing the state to make radical changes in the way it oversees children.

I thought I read through the article, but I didn't find any reference to how they determine whether kids are well cared for. Certainly the absence of abuse is an indicator, but that should be taken for granted.

If you don't like Fed rules, don't take Fed money.

"National surveys show one-quarter of all foster children become homeless as adults, half don't graduate from high school, and 60 percent of girls have a child within four years of leaving foster care."

True... Yet the article fails to mention that most of these kids were emotionally and mentally broken before the age of 4. There are volumes written on neglect and early childhood development. The brain is mis-wired from that stage forward, and there is no cure.

Been out all day!

Well I think it is going to be an issue in the Campaign for Governor. Put this article together with the series that the Register is running on Childcare and then ask ---

What have Gov Davis and The Democrats been doing for the last few years in taking care of the children?

calgov2002:

calgov2002: for old calgov2002 articles.

calgov2002: for new calgov2002 articles.
