I thought I read through the article, but I didn't find any reference to how they determine whether kids are well cared for. Certainly the absence of abuse is an indicator, but that should be taken for granted.

True... Yet the article fails to mention that most of these kids were emotionally and mentally broken before the age of 4. There are volumes written on neglect and early childhood development. The brain is mis-wired from that stage forward, and there is no cure.
