Yes and no. If a large enough percentage of Cuban citizens got tired of Castro, then all it would take is a spark to set them off. Evidently, they don't hate their government enough to revolt against it. If that were to happen, then we could arm the Cubans currently residing here and send them back.

So, 1) The Cubans here in the US are not a significant portion of the Cuban citizenry; and 2) the bulk of the Cuban citizenry isn't motivated towards changing their government.

If the US wanted to be high-handed about it and thought they had the support of the Cuban people, they could just go in and wipe out the upper echelons of the Cuban government, help them form a democratic form of government, and then let them grow on their own. However, as I mentioned before, I don't think the Cuban people would support that sort of move from the US and we aren't (yet) that high-handed.
