The consulate was trying to establish veracity of the tape for the last few days. at the end if this story..HERE

I first read about it on RAWA's site. I think the word actually is used for the Islamic rule of retribution. Like letting the victim's family kill a murderer. But I think the Taliban utilized the practice of cutting the throat so much that the word became synonymous with it in Afghanistan.
