House Passes Campaign Finance Bill

(CNSNews.com) - They did it: Following a 16-hour debate, the U.S. House of Representatives early Thursday morning passed a bill that would change the nation's campaign finance laws - for the better, said supporters; and for worse, said critics.

The vote was 240-189, with 41 Republicans and one independent voting for the Shays-Meehan bill, 12 Democrats voting with 176 Republicans and one independent against it.

The measure that passed around 2:30 a.m. is close enough to the Senate version that it could go straight to the Senate floor for a vote, in which case Republicans are promising a filibuster; or if the Senate doesn't accept it outright, it could move into a conference committee first.

President Bush, much to the dismay of some Republicans, is expected to sign the measure once it reaches his desk.

Here's some of what the House-passed bill does: It bans unregulated "soft-money" given to national political parties by corporations, unions, interest groups, and individuals; but it would allow soft-money contributions to state and local parties, up to a $10,000 limit.

It allows individuals to donate up to $2,000 (from the current $1,000 limit) to political candidates. And it also restricts broadcast advertising in the sixty days before an election.

The latter provision may provide the "meat" for a legal challenge. Opponents - who already are threatening to sue -- say restricting broadcast advertising before an election is tantamount to restricting free speech.

As for the soft-money ban, opponents say it is nothing more than a move to protect political incumbents against challengers who are less well known.

On the other hand, campaign finance "reformers" say the bill will help restore public confidence in the political system where money buys influence. Nonsense, say critics, who insist that money talks - always has and always will. They say politicians will find ways around the law, or simply walk through its loopholes.

The amendment banning contributions from non-US citizens was defeated. Again, the RATS want to continue to cheat. Of course they defeated this amendment.

I'm a conservative Republican too. But, I'm angry at the novice acting Representatives on our side of the aisle. There may be disruptors but the the problem with your stating that is - it cannot be proven. You'll need to find another effective means from which to persuade. If your at gop activist, you will be getting alot of email,snail mail, and phone calls - so you better come up with a defense to defend the indefensible.

Hastert isn't worthy of the House Leadership. I'm sick of the be nice and don't attack, make every person like me BS. If half the people don't hate my guts I start looking at myself to see what i'm doing wrong. I don't care if anyone likes me as long as they respect me for my ability and knowledge.

I think this makes it hard to convince the voters here that our Republican Party is stronger on all the issues.

What it says to me is that our federal government is completly out of control...

And to think that our President will probably sign it....

If he does, he's the biggest RINO of all!

I love Bush...and as a veteran I'm grateful that we have him in there with this terrorist crap.

But, do you know what ends and means are - if you reread your last post - the neutral observer would say no...having Bush for the sake of Bush doesnt make sense to me...and I take little comfort in knowing that the only reason he MAY veto this, is because of a peripheral amendment. The very idea of this bill is anti-conservative and gop on a partisan basis and anti American/Speech/Constitution on a theoretical basis.

You know, until last night, I thought we had a conservative running against Timmy. And I believe he is running on the GOP ticket un-opposed. What do we do when the GOP guy puts on leftist knee pads?

Either way Congressman Thune has cast a vote that bars justification. He either sold out his conservative view for hopeful political gain or he didn't have a conservative view in the first place. I am wondering if perhaps we might hear, "he didn't realize he had put his card in the wrong slot until it was too late".

He really has lost almost all of his credibility with me.

Hastert has done an outstanding job as Speaker. He has accomplished miracles with a thin 6-vote majority and keeping 20+ RINOs on the reservation. Look at what the House has passed - stimulus package (twice), energy bill, trade promotion, tax cut, appropriations bills. Amazing record of leadership.

You are exactly correct. That is why all the members who voted in favor of this law, and the President, if he should sign it, should be thrown from office if a challenge overturns this monstrosity as unconstitutional.

I believe that every single citizen, and every member of Congress, should have a clear view as to what is constitutional and what isn't.

Obviously, SCOTUS decisions are binding legally, and are very powerful, but even they are not the final arbiter...the people are.

Also, there have been plenty of SCOTUS decisions in the past two centuries that are plainly wrong.

All I was saying is that I have not heard any confidence coming out of my sources in DC that the Supremes are going to overturn this.

I have stated several times on this forum that I believe the democrats will pick up thirty seats in the house this fall.

Yes you have. You have also never backed up your prediction with anything of substance.

There are but 10-15 seats in the House that are competitive, according to the Cook report.

The country is not in the mood to elect Democrats, no matter how many "Christians" sit out the elections.

If cutting your own throat is a positive thing in your mind, no wonder non-Christians think we're stupid.
