To prohibit the possession or transfer of junk guns, also known as Saturday Night Specials.

IN THE HOUSE OF REPRESENTATIVES

February 5, 2002

Mr. GUTIERREZ introduced the following bill; which was referred to the Committee on the Judiciary --------------------------------------------------------------------------------

A BILL

To prohibit the possession or transfer of junk guns, also known as Saturday Night Specials.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. PROHIBITION AGAINST POSSESSION OR TRANSFER OF JUNK GUNS, ALSO KNOWN AS SATURDAY NIGHT SPECIALS.

(a) IN GENERAL- Section 922 of title 18, United States Code, is amended by adding at the end the following:

`(z)(1) It shall be unlawful for any person to possess or transfer a junk gun which has been shipped or transported in interstate or foreign commerce.

`(2) Paragraph (1) shall not apply to the continuous and otherwise lawful possession of a junk gun by a person during any period that began before the effective date of this subsection.'.

(b) JUNK GUN DEFINED- Section 921(a) of such title is amended by adding at the end the following:

`(35)(A) The term `junk gun' means--

`(i) a handgun that is not a sporting handgun; and

`(ii) any combination of parts from which a handgun described in clause (i) can be assembled.

`(B) The term `sporting handgun' means a handgun which the Secretary has determined, using the criteria applied in making determinations under section 925(d)(3), to be of a type generally recognized as particularly suitable for or readily adaptable to sporting purposes.'.

(c) PENALTY- Section 924(a)(1)(B) of such title is amended by inserting `or (z)' before `of'. END

This violates the 2nd amendment, everyone is entitled to own a firearm and this law would exclude minorities from owning them so what we have here is a prejudical bill.

Not much of a disguise on this one, and it's headed straight for the garbage can. This has nothing to do with "Saturday Night Specials" (the racist origins of this term are doubly ironic here) - what it does is to outlaw anything this "Secretary" says isn't a "sporting" gun. Anything, no matter what the cost, which is the implication of the usage of the term "Saturday Night Special." It doesn't get much more blatant than this.

Junk = Broke, don't work. I usually don't practice on Saturday night. Guess the redcoats shoulda' thought this up and we'd be them now?

Most folks own "junk guns"(HR definition) to prevent their families and/or themselves from becoming "sport" for bad guys or...

When they came for junk guns, I said nothing..... when they came for them AK "assault rifles", I said nothing...and then my good deer rifle got labled a "sniper weapon" and all my shotguns got labeled "weapons of mass assault".....thanks for the info...

item 69- the definition of "junk guns" shall be amended to be 'any guns not in the hands of Federal agencies or law enforcement.'

I had always thought that a SNS was a nickname for a snub-nosed blued steel 35 cal. revolver.
Was I wrong? I thought I read that somewhere
What exactly qualifies as a "Junk Gun"?

There are some places, like the Massachusetts Legislature, where flitnlock muskets have to have trigger-locks. I guess in other places, like New Jersey, you will need to install a computerized smart-gun attachment on percussion and flint-lock pistols.

Someday they will want to ban pictures of guns and books on guns.

So far, no cosponsors. Its in the House Judiciary Committee. Monitor site http://thomas.loc.gov/home/c107bills.html

That site has the listings for all federal bills in the 107th Congress. Its continually updated as fresh prok and bullsh*t is added to the burden of John Q.Public and this can see this new tripe as its posted. Gives the bill summary, full details, sponsors and current status.

Quite so. I believe no gun owner/shooter will be exempt when these folks are done.

They are going after all aspects of gun ownership and industry to one end...disarm the American public.

This is a good time to recall the PBS "Frontline" special on junk guns - the associated website features this picture:

The talk of "junk", "cheap" and "illicit" guns...but the introductory picture is of a $1000 gun (Glock with integral laser) favored by cops. Hardly "cheap" or "illicit".
