Last week an Alaska court pounded the hype that usually sells these IDPs to American drivers. Thomas Busby's Alaska drivers license was revoked. Thereafter he set up residency in Nicaragua, or at least obtained a Nicaraguan IDP, and persisted in driving in Alaska. When he was caught, he tried to defend on the pretext that his IDP somehow made him immune to Alaska traffic laws. The court disagreed, pointed out that the UN Convention on Road Traffic, the document that created the IDP, in Art. 24, sec. 5, makes it clear that a signatory country (which includes the US) can revoke someone's right to use either the IDP or a foreign drivers license if he has committed the sort of traffic offense that justifies revocation of driving privileges. The court even examined the French text of the Convention to establish this point. This applied to Busby and he was convicted of driving while his license was revoked. Busby v. State (Alaska App. nr. A-7527, Feb. 1, 2002).
