The Agency must be running low on cash since the demise of the Bin Laden/Afghani heroin trade (could be just a temporary downturn until they establish a more friendly gov't,reseed the fields and reestablish the supply links). Time to muddy up Columbia some more, create more covert ops, play both sides and cash in. Gotta have money for the covert war on the American people.
