I try not to think about it it is too scary the thought of kofi annans blue troops massing at the afghan border demanding that the international coalition be allowed in to arrest al-queida so we can take them to the hague then on the homefront president gore raises taxes on the rich so the un can redistribute our wealth so the "poverty stricken nations wont hate us"

Presidents don't really create the strategy for fighting wars. That's something the Generals do. Most of the same people that Bush relys on would have been in place for Gore to rely on.
The biggest difference would be that Gore would have a different speech writer.

As much as I loath the man, I don't think he would have initially responded much differently.
Unlike Bush, however, he would have by now declared victory and never consided pursuing terrorism on a global level.
He would have been knee deep in domestic spending sometime around December 1st....

Assuming that he'd have launched a campaign in Afghanistan in the first place ( a very big if), he'd almost certainly have paused it for Ramadan and possibly the entire Winter. (Remember the early pudit comments that "the brutal Afghan Winter" would be setting in, making military action impossible?) We'd probably still not have caused the fall of the Taliban by this time.

The White House crater would be just about excavated by now and congressional hearings would be asking the question why were flights not grounded across the nation in time to prevent further attacks. The weekly Osama bin Laden press statements would be not helping the 40% Approval rating for President Gore as he attempted to try to get UN condemnation of the Taliban.
