I think that by pointing fingers at Cheney, they(GAO) are trying to deflect what should be a major investigation of themselves. Is it the Justice Department that would order an investigation into the reporting and accounting for funds by the GAO?
If Walker is using Arthur Andersen techniques in the GAO, certain oversights might be purchased for a 'fee'. Wonder of any Senators and Committee persons that might be willing to offer up some 'hush money' to the GAO.

Okay..I'm going to try to calmly and quickly explain the difference.
No one cared about Bill Clinton's sexual conduct...especially those of us who tried to eat dinner during the evening news.
Law abiding citizens cared about having a sitting president commit multiple felonies, including, but not limited to: perjury and obstruction of justice.
That these felonies were committed during sexual acts with an intern while conducting the peoples' business in the Oval Office is coincidental to who and what Clinton is.
The GAO has requested information from VP Cheney that it does not have the jurisdiction to ask for. The President and his officers have no responsibility to release copies of their private conversations to the GAO simply because the GAO is dying to read it.

The Sierra Club last week sued Cheney's energy task force in U.S. District Court in San Francisco, seeking disclosure of the same information that the GAO and Congress want. That suit, which alleges a violation of the law that requires the White House to disclose information about committee meetings, asks the court to order the administration to give a "full accounting" of which corporate officials participated in drafting the national energy policy announced in May.Hadn't heard this before. Sounds ominous and we'll probably see a nasty fight about executive privledge coming up. Glad I gave up my membership in the Sierra Club 15 years ago!
