Exactly, Bush will give them neither. The Dems dont want the bill so they'll have to stop it. Bush will then come out and push the issue making the Dems look like the ones against CFR. It will all blow over before summer and continue to be a perennial issue just like minimum wage.

The Dems and some Reps continue to underestimate the current resident of the Oval Office.

Thats my take anyway...

It's win-win-win for them. Either the House GOPs shoots down the bill in a roll-call vote, in which case the Rats get to demagogue the heck out of it in November; or Bush has to veto the bill, allowing the Rats to play connect-the-dots back to Enron; or the bill passes, and becomes just one more law for the Rats to enforce against us but not themselves. Yes, that last possibility is the least desirable to them—the FEC will have to go after Dems at least some of the time, just to keep up appearances—but that's a small gamble for a very big payoff.
