This tragic event could have been neglect because x-42 is jealous of seeing President Bush affectionately carrying Barney and walking with Spot on a leash, day after day stepping down from "his" former helicopter.
Buddy outlived his usefulness and they didn't really care about his safety. Just a thing to them.
My cats don't even get to walk in the indoor hallway of my building. I can hardly wait to see Barney and Spot again with their great caregivers, Laura and George Bush. They are even better dog people.

Jeeze, don't they have leash laws there? Fenced in yards so that their animals don't get out to harrass, bite, kill people or get ran over?
Let me guess. They have leash laws and the bloody clintons violated the law yet again and it not only cost them a family pet (I'm sure Chelsea cared about the dog) but some innocent person has to live with having accidently killed a wonderful pet due to the clintons' negligence and maybe even had a bit of damage to their private property.
