What is Satan's agenda? Trying to stop people from understanding the Gospel so they can't be saved?
Got it in one! ;)
But in Mark 4:11-12, Jesus says he speaks openly to his followers, but in parables to everyone else, because he DOESN'T WANT them to be saved. So it appears Jesus is following Satan's agenda.
